Ni wakati gani  Kibali cha  ya mpango wa ujenzi  unahitajika?

Ambapo inapendekezwa kujenga jengo, au kufanya mabadiliko yoyote ya muundo wa jengo au kubadili matumizi ya awali jengo au sehemu ya jengo.  Mapendekezo na  mipango hiyo ni kwa mujibu wa kanuni za ujenzi, zilizowekwa na  Mamlaka ya Serikali za Mitaa lazima ishauriane na Jeshi la Zimamoto na Uokoaji kabla ya kupitisha mipango hiyo. Kanuni ya Ukaguzi wa Majengo ya Jeshi la Zimamoto na Uokoaji ya mwaka 2015 Ibara ya 248(1) na (2).

Mtu yeyote ambaye atashindwa kufuata vifungu vya kanuni hizi atenda kosa na atakayeshtakiwa atatozwa faini isiyozidi shilingi milioni tatu au kufungwa gerezani kwa muda usiozidi mwaka mmoja au zote. Kanuni ya Ukaguzi wa Majengo ya Jeshi la Zimamoto na Uokoaji ya mwaka 2015 Ibara ya  249

Mapendekezo

Ni jukumu la Mmiliki, Msanifu majengo na Mhadishi wa jengo,  kuhakikisha kuwa

  • Nyaraka  za ujenzi  zina  mahitaji yote ya kujikinga dhidi ya majanga ya  moto
  • Kwamba michoro yote ya jengo  ni sahihi na kwa kufuata  viwango na Kanuni ya Ukaguzi wa Majengo ya Jeshi la Zimamoto na Uokoaji ya mwaka 2015
  • three full set paper prints marked “Fire Protection Plans” and indicating the site plan and floor plan layouts must be submitted;
  • Njia zote za kutoka nje ya jengo wakati wa dharula lazima ziwe na  rangi ya kijani na mwelekeo wa njia uliyokaribu  kutoka nje ya jengo utaoneshwa kwa mishale, kuelekea nje ya jengo.
  • Vifaa vyote vya kuzimia moto na vile vya kuzia moto usitokee lazima viwe na rangi ya nyekundu.

Nyaraka za ujenzi na michoro lazima ionyesha wazi yafuatayo

  • Uwezo wa kuta za  njia za dharula, makazi na zinazotenganisha sehemu za jengo na kustahilimi moto
  • Uwezo wa sakafu, vitu vinavyofunika sakafu kuhimili moto kwa muda mrefu
  • Aina ya vifaa vilivyotumika kwenye dari
  • Aina ya milango maalum ya moto na “shutters”
  • Mahesabu ya upana wa mlango wa kutoka na idadi ya chini ya milango ya kutokea
  • aina na asilimia ya uingizaji hewa katika ngazi za dharura katika majengo yenye urefu wa chini mita 30
  • Pessurization of stairways in emergency route for a building exceeding 30 meters in height
  • Taa na mwanga wa dharula katika njia za kutokea wakati wa dharula
  • Fire detection and manually activated fire alarm system connected to enunciator panel required drawings include
    1. general arrangement plan, layout and outline drawing, dimensional detail drawings, position plans and section installation details, including location of detection points and Zone Identification
    2. cabling diagrams, block diagrams, termination diagrams and zoning schedules
  • Position of inlet breeching valve and fire hydrant at main vehicular entrance;
  • Position of lading valves and diameter of pipe
  • Position of fire hose reels and diameter of pipe
  • Position, size and type of fire extinguishers
  • Sprinkler systems, information required on design drawings
    1. Dimensional drawings, giving sprinkler spacings, distance from walls to sprinklers and size of pipes

    6. Number, type, size and temperature rating of sprinkler per valve
    7. Reference to symbols used
    8. If extra high hazard system, pipe size table used
    9. Distance of sprinkler deflector from roof or ceiling
    10. Hydraulic calculations, also design points marked in drawing
    11. Riser or drops show, size and length
    12. Location of alarm valve and alarm bell
    13. Show wind bracing in drawing, giving distance from sprinklers and distance of sprinkler deflector from roof
    14. Height of stacking and category of stored goods
    15. Position and size of all beams
  • Position and size of water supply tanks and pumps for firefighting purposes
  • Type and position of automatic mechanical smoke extraction on emergency power or approved ventilators
  • Percentage of natural cross ventilation in parking basements which are not sprinkler protected
  • Percentage of natural cross ventilation in parking basements which are not sprinkler protected
  • Firemans lift any building exceeding 30 meters in height
  • Position and type of flammable liquid and gas installation
  • Where symbols are used to signify details they shall be indicated as per the following list, provide that where the possibility of misunderstanding exists the description shall be written in full-
    1. Symbols for site features
    2. Symbols for building construction
    3. Symbols related to means of egress
    4. Symbols for water supply and distribution
    5. Symbols for sprinkler system
    6. Symbols for piping, valves, control devices, and hangers
    7. Symbols for extinguishing systems
    8. Symbols for firefighting equipment, including standpipe and hose system
    9. Symbols for special hazard system
    10. Symbols for fire extinguishers
    11. Symbols for fire alarm, detection and related equipment
    12. Symbols for smoke/pressurization control
    13. Miscellaneous symbols

Materials for construction 

Materials used in the construction of building elements shall comply with the Regulations stated under these Regulations to the performance of the requirements such as for fire resistance and limit to spread of flame as stipulated in other relevant provisions of these Regulations

  • Intumescent paints may be used for protection of structural steel members of all buildings provided
    1.  the paint shall be of a proprietary system that has been demonstrated to achieve the fire resistance performance as required in BS 476 Part 20/21 or its equivalent, together with the specified weathering tests as specified in the BS 8202 : Part 2 or other acceptable standards; and
    2. coating of intumescent paint onto structural steel, and subsequent maintenance shall conform to BS 8202: Part 2 or other acceptable standards.
  • In buildings under Purpose Groups VI & VIII, where there may be presence of corrosive atmosphere that may affect the effectiveness of intumescent paints for protection to structural steel members of buildings, such proposal shall be subjected to evaluation of the Relevant Authority.
  • Flame retardant chemicals shall be permitted to be used for upgrading of fire resistance rating or surface spread of flame of timber or any combustible materials, subject to the following:
    1. the chemical treatment process is part and parcel of the manufacturing process to produce the finished product
    2. the chemical treatment is by means of pressure impregnation conforming to BS 5268 Part 2 respectively; and
    3. the treated materials or products have been subjected to fire test as required under Regulation 81 or 140.
  • All elements of structure shall be constructed of non-combustible materials in addition to the relevant provisions as follows
    1. Regulation 74 for fire resistance of elements of structure
    2. Regulation 85 and Regulation 83 for External Walls
    3. Regulation 91 (c)(d) and Regulation 95 for Separating Walls
    4. Regulation 96 (c)(d), Regulation 100 and Regulation 101 for Compartment Walls and Compartment Floors
    5. Regulation 107, Regulation 109, Regulation 112, Regulation 113 and Regulation 114 for Protected Shafts.
  • Materials used for the protection of openings shall comply with the relevant requirements of Regulation 133 and the Code of practice for protection of openings
  • Exit staircases shall be constructed of non-combustible materials to comply with the provisions of
    Fire and Rescue Force (Fire Precautions in Buildings) Regulation 134.
  • Materials used for the construction of raised floors shall comply with the provisions of Regulation 132(a) and (e).
  • Materials used for construction of ceiling and its supports shall comply with these Regulations, except for supports that are required to comply with Regulation 133 (b).
  • Construction of ceilings and ceiling supports located within sprinkler protected building shall comply with the provision of Regulation 134 (b).
  • Materials used for fire stopping shall comply with the relevant requirements of Regulation 138 and Regulation 139.
  • Materials used on the surfaces of walls and ceilings are required to meet the requirements for restriction of spread of flame and to comply with the performance requirements as stipulated under Regulation 140
  • Materials used for roof construction shall comply with the provisions of Regulations 146 and 147.
  • Internal non-load bearing walls in buildings shall comply with Table 15 and the materials for surface finishes of internal non-load bearing walls shall not be treated as part of the wall and shall comply with the relevant requirements of Regulation 140.
